"It was a pleasure working with Catalyst on the refurbishment of the Waitangirua Medical Centre.
Catalyst assembled a strong and highly capable project team to define initial scope, supported by design, documentation and project management, which was evident throughout the delivery of the project. Despite the challenges presented by the building’s initial condition, the team approached each issue with clear communication, determination and a cost-effective, solutions-focused mindset.
The project was delivered on time and within budget, reflecting the team’s professionalism and commitment to achieving successful outcomes.
We also particularly valued Catalyst’s proactive approach to working alongside Toa Developments Limited and Te Rūnanga o Toa Rangatira to maximise iwi participation. Achieving approximately 60% of trades awarded to iwi is a significant outcome and speaks to the team’s genuine commitment to partnership and community impact.
Overall, the project is a testament to the collaborative effort between all parties, and it is clear the team took pride in delivering a well-functioning medical centre that will serve the Waitangirua community for years to come"

Project Information
The project presented a unique combination of technical, financial, and emotional challenges:
- Severe building deterioration due to prolonged closure and prior flood damage
- Community resistance to demolition, given the building’s historical and cultural importance
- Tight budget constraints, requiring innovative thinking and rigorous cost management
- Compressed timelines, requiring rapid mobilisation and coordination of new subcontractor relationships
Additionally, the medical centre was operating out of a temporary mobile unit, reinforcing the urgency to restore a permanent, functional space for the community.
Our Approach
Rather than demolish, we focused on revitalising the building’s strong structural “bones,” bringing it back to life while maintaining its heritage value. This approach aligned with community expectations and delivered significant cost savings.
This was not a project about aesthetics or “bells and whistles.” Every decision was guided by function, longevity, and community impact:
- Practical, efficient design solutions
- Calm, considered colour schemes to create a peaceful healthcare environment
- Integration of new systems (plumbing, services, windows) within the existing structure
The building is owned by Toa Rangatira iwi, and extensive consultation was undertaken throughout the project lifecycle. Design elements were carefully considered to reflect cultural values and the role of the iwi as guardians of the medical centre.
Working within strict budget constraints, the team:
- Conducted detailed market price checks
- Explored alternative materials and construction methods
- Applied extensive value engineering without compromising quality
This disciplined approach ultimately delivered the project under budget and within a rapid timeframe.

The impact of the project was perhaps best captured during an early site visit, when a long-serving nurse became emotional at the prospect of the centre reopening, a powerful reminder of the building’s importance to the community.
